日本化工巨头东丽公司解释造假动机：人手不足！？日本化工巨头东丽公司就旗下子公司篡改产品检测数据一事，发布了由第三方委员会编制的调查报告。报告指出，质检部门人手不足是造假的动机，未确认有违反日本工业标准（JIS）相关法令的行为。

这份报告由多名律师组成的第三方专家委员会编制。根据这份报告，涉事子公司品质保证室的两任负责人是篡改数据行为的实施者，东丽没有“有组织地参与造假”。而造假的动机是，品质保证室长期人手不够、检测设备不完善，负责人认为重新检测会赶不上客户要求的交货期。


报告说，未确认本次造假事件中有违反日本工业标准（JIS）相关法令的行为，采购了问题产品的13家公司中有12家确认产品安全性没有问题，另一家正在查证。不过报告书指出，不可否认，这家涉事子公司的经营层对品质保证重视不够。


东丽是日本化工巨头，在纤维领域技术领先。涉事子公司主要负责汽车轮胎材料相关业务。11月28日，东丽承认这家子公司更改质检报告数据，共计149例。


东丽公司2016财年纯利润达994亿日元（约合8．78亿美元），2017财年业绩预计将创历史新高。东丽27日发布的新闻公报说，造假事件目前尚未对公司业绩产生影响。
