欧盟将强制执行谷歌微软等仇恨言论。据外媒报道，欧盟委员会周日表示，Facebook、Twitter、谷歌旗下YouTube以及微软等美国科技巨头必须加快速度打击网络仇恨言论，否则欧盟将借助法律强制他们这么做。



就在欧盟委员会发出这一警告6个月前，上述科技巨头签署了一项自愿行为准则，同意24个小时之内在欧洲采取措施打击仇恨言论。难民危机和恐怖袭击在欧洲引发的担忧正在不断加剧。


这些措施包括在必要情况下移除或者禁止访问相关仇恨言论内容，加强与公民社会组织的合作，针对仇恨言论提出“相反的论述”(counter-narratives)。


然而，欧盟委员会称，欧盟司法事务专员维拉·乔罗拉(Vera Jourova)委托机构发布的一份报告显示，美国科技巨头对于行为准则的遵守情况很难令人满意。“这些公司不仅拖拖拉拉，而且还没有完成目标。在前24小时内，他们只审核了40%的已记录案例，”欧盟委员会官员称，“48小时后，审核的案例比重上升到80%以上。这表明，我们制定的目标是切实可行的，但是这需要IT公司做出更大努力。”


欧盟委员会称，他们可能会制定法律来迫使IT公司加快打击仇恨言论。“如果Facebook、YouTube、Twitter、微软想说服我和其他部长，让我们相信非立法措施可以奏效，他们将必须得加快行动，在接下来几个月多加努力，”乔罗拉表示。
